The ultra-low-priced tune-up is almost always a marketing loss leader. The contractor knows they can’t send a qualified technician to your house, pay that technician, pay for the truck, pay for fuel, pay for insurance, and walk away with a profit at $29. So the economics have to come from somewhere — and where they come from is what you need to understand before you book it.
Here’s the typical playbook. The technician arrives, does a visual walk-around that takes 15-20 minutes, and then “discovers” a problem. Sometimes it’s a real problem. Sometimes it’s a marginal issue inflated into an urgent one. Either way, the conversation pivots from “tune-up” to “repair recommendation” — and the recommendation usually comes with a quote that more than makes up for the $29 loss leader.
In fairness, not every cheap tune-up is a scam. Some honest companies do run loss-leader specials to get in front of new customers. The tell is whether the technician’s compensation is tied to what they sell that day. If yes, assume pressure. If no, you might be fine.

For homes with high-efficiency variable-speed systems, larger 4-5 ton setups, or any zoned HVAC configuration, the premium tier can actually be worth it — there’s more to check, the checks take longer, and the tech’s diagnostic equipment needs to be more sophisticated.
